DLT details

As per TCCCPR 2018, TSP has to do KYC of the Entities/TMs it will register in its system for sending commercial communications. The following are the list of documents that are required to be submitted by Principal Entity (PE)/Telemarketers (TMs) during the registration process in the DLT. This exercise is to be carried out of each entity whose messages are sent through BSNL network. The list of documents as mentioned against the different type of Entities/TMs would meet the KYC requirements.

 

Entity registration is mandatory for all companies intending on sending messages and All Senders & Telemarketers need to register with originating access provider (OAP) on their DLT platform .

Essential messages related to transaction.

Ex: OTP
Messages which are purely promotional in nature send to all the prospects in the database by an Entity basis on there preferences.

Ex : All kind of Promotional messages
Service messages that are ought to be sent basis on the business relation with the customer.

Ex : Service Alert Messages
Service messages that are send by the Entity which are promotional in nature but send with prior consent.

Promotional Message

Promotional message means commercial communication that can be sent to a mobile subscriber whose preferences are not set (not on DND). Or, any commercial communication that an enterprise can send to an intended Recipient after taking consent to send such messages.   Header (6-digits): 565690, 787878, 987123, 555555, etc.

Transactional Message

Transactional message means a message which contains One Time Password (OTP) and requires to complete a banking transaction initiated by the bank customer. This is applicable to all banks including national/ scheduled/ private/ Govt. and MNC banks.

Service Implicit Message

Service Implicit: Any messages, arising out of customer’s actions or his relationship with the Sender, that is not promotional, and is not in the interest of the customer to block such communications. These messages may or may not be triggered by a subscriber-initiated transaction and will not be blocked for subscribers who have otherwise blocked service messages also.

  • Confirmation messages of a net banking or a credit/debit transaction;
  • Product purchase confirmation; delivery status of a parcel;
  • OTP required for e-commerce website, app login, social media apps, KYC, etc.;
  • Messages from home operator; Messages from schools regarding attendance/transport;
  • Messages from hospitals/clinics regarding appointment/discharge reports;
  • Govt./TRAI/DoT mandated messages, advisories, messages from state Govt., LEAs, local authorities, traffic advisories, election commission, disaster management advisories;
  • Service messages from car workshops, gadget service centers;
  • Day-end/ month-end settlement alerts to securities/demat account holders.

Service Explicit Message

Any service message which doesn’t fall under the category of service message (Implicit) will be sent only against service explicit, digitally verified/verifiable consent that has been taken from the subscriber by the respective enterprise.

Header approval guidelines

  • Header type with “Transactional” to be allowed only for banks (SBI; ICICI Bank; etc…)
  • Rest all enterprises should either choose Service-Implicit or Service-Explicit.
  • Header should be relevant to enterprise name. If enterprise has any trade name or product with different name, that can be allowed accordingly post validation.
  • If header is different & enterprise provided valid justification, still the header can be allowed provided header doesn’t resemble other brands or enterprise names.
  • Generic/reserved headers like AIRTEL; MUMBAI; ALERTS; OFFERS; SYSTEM; etc should not be allowed.
  • Number headers (promotional): 1st char (1 to 8 preference category) should match the category enterprise fall under.
  • Small enterprise can be allowed with 2 promo headers & large enterprise like (SBI bank; Flipkart; MakeMyTrip; etc…) can be allowed upto 4 or 6 or little more; depends on their justification. This is as per Vodafone’s guidelines.
  • Requested category & industry type in header request, should match with category & industry type of enterprise registered with.

2. Service Implicit:

  • Periodic balance info, bill generation, bill dispatch, due date reminders, recharge confirmation (DTH, cable, prepaid electricity recharge, etc)
  • Delivery notifications, updates and periodic upgrades.
  • Messages from retail stores related to bill, warranty.
  • Messages from schools-attendance/transport alerts.
  • Messages from hospitals/clinics/pharmacies/radiologists/pathologists about registration, appointment, discharge, reports.
  • Confirmatory messages from app-based services.
  • Govt/DOT/TRAI mandated messages.
  • Service updates from car workshops, repair shops, gadgets service centers.
  • Directory services like Justdial, yellow pages.
  • Day-end/month-end settlement alerts to securities/demat account holders.

3. Service-Explicit:

These are the messages which requires explicit consent from the customer, that has been verified directly from the recipient in robust and verifiable manner and recorded by consent registrar. Also, any service message that doesn’t fall under service-implicit category. The enterprise should have a relationship with the consumer to send such messages.

4. Promotional:

Any message with an intention to promote or sell a product, good or service. Service content mixed with promotional content is also treated as promotional. These messages will be sent to customers after performing the preference and consent scrubbing function.

Consent Template

Standard message that is to be sent to end consumers of the enterprise to get their consent to send communications from respective enterprise for promotional offers, etc. While creating consent template, following details needs to be given:
  • Template Name: Name as per their choice
  • Brand Name: Their product/trade name or if they have multiple brand names
  • Scope of consent: Content they want to send to end users (We would like to send communication regarding all marketing offers and events to our registered customers. {opt-out procedure can also be given})
With above details filled, enterprise can submit the template for approval. There is no limitation for enterprise on creation of no. of consent templates. Post approval by the registrar, enterprise can link these consent template to their content templates (Promotional or Service Explicit category).

Content template validations:

  • 2 or more spaces are not supposed to be used between 2 words, before word or after word
  • All special characters are being allowed currently
  • Variable format is {#var#} which is case sensitive (Or) Variable can be inserted by clicking the radio button (insert variable) above text box
  • Trans/Service category messages should have variable mandatorily
  • Promo category can have complete fixed content or with variable part
  • There is no limitation in no. of variables per message
  • Values like amount, date, a/c no, merchant names, OTP, codes, URL, customer names, card type, etc. needs to be replaced with variables
  • As per the industry consensus length of the variable is 30.
