Use of DLT for Bulk SMS Service in India
Despite implementing Do Not Disturb (DND) feature and taking proper steps to avoid spammers, the issue of unwanted SMS is developing at an accelerating rate. Organization and Telemarketer Registration
Each Organization (Principal Entity) and Bulk SMS Provider (Telemarketer) will now be required to enrol with the Telecommunications Companies to post messages to their customers. Earlier the Bulk SMS Suppliers were needed to register with TRAI but there was no registering for the commercial enterprises.
Banner and Theme Registration
Sender Identification will now be referred as Headers and every header has to be authorized and documented with the Telecommunications Companies. Similarly, each SMS or theme needs to be authorized by the telecom carriers directly.
SMS category
Earlier there were 2 ways for transmitting SMS- Transactional and Promotion. In the newest upgrade, 3 methods have been added – Transaction, Promotion, and Service. As per the new guidelines, Transactional route would be allocated solely for the bankers for transmitting OTPs and services relevant informational messages will fall under the implicit group. If a client has elected to receive advertising SMS from a certain firm then it will be placed underneath the explicit category. Miscellaneous Promotional SMS containing discounts, coupons will be provided solely to Non DND phones.
User approval
The new rule offers total discretion to the telecom subscriber (customer) for controlling their permission for receiving communications and also not receive them at their choice. The collection of permit which they have granted will be made public on a unified platform enabling them to monitor and even revoke their permission at any period of time.
User Choices
Previously, consumers only had the option among DND and Non DND. In the latest guidelines, the client, also called as the subscriber has been granted a time-window in which they can control their choices depending on a particular time or day and accept certain sort of communications irrespective of their specified selections.

To strengthen the security and legitimacy in the system, consumers are able to lodge concerns about the infringement of their choices or consent by different mediums like phone and SMS.
